By the Grace of God,
the Provisional Supreme Church Authority was established at the Conference of
ROCA Parish Representatives and has begun its work. Our primary goal is to prepare for the Vth All-Diaspora Council, while establishing and bringing
order to our dioceses, monasteries, and parishes given the
current circumstances. Members of our
Authority come from the dioceses of our Church, and they must strive to
establish a full church life within our dioceses, monasteries, and parishes to
the extent that it is possible. We plan
to meet approximately every 6 months. If
everything goes according to plan, our Authority will meet three times before
the Vth All-Diaspora Council is convened, which is
currently scheduled for Fall 2008. In the time between these meetings, all
matters concerning our Church will be decided by the PSCA Chairman after
consulting with the other PSCA members, as well as with all faithful members of
the Russian Church Abroad.

policies of our Church are based on the standards and synodal
